    Role Overview:

    Palladium is seeking a dynamic and experienced Public Policy Expert to support apex housing authority of Maharashtra in designing, implementing, and evaluating housing-related policy reforms, including rental housing governance, legislative amendments, and stakeholder engagement. The expert will play a key role in shaping inclusive, sustainable, and data-driven housing strategies for Maharashtra.


    Key Responsibilities:

    Lead policy research and drafting for policies related housing legislation.Develop frameworks for rental housing governance, including digital platforms, grievance redressal, and eviction protocols.Prepare policy briefs, consultation papers, and presentations for senior decision-makers.Support implementation of the MMR Growth Hub strategy, focusing on housing, inclusivity, and sustainability.Analyse legal and regulatory overlaps and recommend harmonisation strategies.Facilitate stakeholder consultations, workshops, and public engagement processes.Act as the primary interface between Palladium and government stakeholders, ensuring that project objectives are aligned with client priorities, policy frameworks, and institutional mandates.Navigate administrative processes, build consensus across departments, and manage reporting, timelines, and compliance. Facilitate high-level meetings, workshops, and inter-agency coordination to support seamless execution.Monitor policy impact and recommend course corrections based on feedback and data.


    Qualifications & Experience:

    Master's degree in urban planning / management, Public Policy, Governance, and Social Sciences or related field.Minimum 5 years of experience in public policy, preferably in housing, urban development, or governance.Experience working with government agencies, multilateral institutions, or consulting firms.Excellent writing, analytical, and communication skills.Familiarity with digital governance tools and data-driven policy design is a plus.


    Preferred Skills:

    Legal drafting and legislative analysis.Stakeholder engagement and consensus building.Policy impact assessment and monitoring.

    Education & Qualifications:

    Bachelor of Veterinary Science & Animal Husbandry (B.V.Sc & A.H.) from a recognized institution.Registration with the State Veterinary Council / Veterinary Council of India (mandatory).Preference for candidates with experience or exposure to livestock research, animal breeding, or rural development programs.

    Scope of Work:

    Applied Research and Technical Support

    Undertake field-based studies and trials on breeding, nutrition, disease management, and husbandry practices tailored to local livestock systems.Support activities related to artificial insemination, semen processing, and genetic improvement programs for swine and small livestock.Assist in the development of feed formulations using locally available resources and contribute to improving feed efficiency and farm profitability.Contribute to the design and dissemination of sustainable livestock management models that promote biosecurity and animal welfare.

    Animal Health and Preventive Care

    Provide diagnostic, treatment, and preventive veterinary services for livestock under assigned operational areas.Implement vaccination and deworming programs, monitor disease outbreaks, and strengthen biosecurity measures at farm and community levels.Offer field-based advisory and teleconsultation support to farmers and extension personnel for improved herd health and management.

    Capacity Building and Field Demonstration

    Conduct training, demonstrations, and workshops for farmers, service providers, and youth on scientific rearing, feed management, and hygienic meat processing.Support the establishment and technical supervision of demonstration farms, model pig units, and community-based breeding centers.Prepare training manuals, extension materials, and standard operating procedures for field use.

    Collaboration and Knowledge Integration

    Work with technical experts, field teams, and partner institutions to strengthen innovation and research linkages.Facilitate knowledge-sharing platforms and collaborative programs involving local institutions, producer groups, and research agencies.Assist in monitoring and documentation of field progress, outcomes, and best practices for scaling up successful interventions.

    Documentation and Reporting

    Maintain clinical records, treatment registers, and field data for analysis.Prepare technical reports, research summaries, and case studies for internal review and dissemination.Contribute to progress documentation and database management for project monitoring.

    Skills and Competencies:

    The project aims to transform aquaculture systems in Bihar by integrating advanced digital tools, enterprise resource planning (ERP), and data-driven decision-making across the value chain. The initiative works with hatcheries, producers, cooperatives, processors, and market actors to enhance efficiency, transparency, and traceability through technology-enabled systems


    Position Summary:

    The Digital Integration and ERP Expert will lead the technical strategy and implementation of ERP systems and digital platforms across the aquaculture value chain. This expert will work closely with field teams, software vendors, government stakeholders, and aquaculture enterprises to design and deploy scalable, interoperable digital solutions tailored to local contexts


    Key Responsibilities:

    Lead the planning, development, and implementation of a modular ERP system for aquaculture operations (hatchery, nursery, grow-out, procurement, inventory, sales, accounting, etc.).Integrate ERP systems with mobile applications, GIS tools, remote sensing data, IoT devices, and real-time dashboards.Coordinate with IT vendors, system integrators, and internal stakeholders to customize and configure ERP platforms suited to project needs.Design data architecture and oversee interoperability between digital systems used for seed traceability, market linkage, logistics, and environmental monitoring.Ensure data governance, cybersecurity compliance, and system scalability across project regions.Develop training materials and conduct training sessions for field users, producer groups, and project staff on digital platforms and ERP modules.Provide technical troubleshooting, system upgrades, and long-term support for digital infrastructure.Collaborate with monitoring and evaluation (M&E) teams to ensure seamless data collection and reporting.Document system design, SOPs, user guides, and technical specifications.Advise on emerging digital innovations in aquaculture and propose solutions for long-term digital sustainability.


    Qualifications:

    Education:-

    Master's degree in computer science, Information Technology, Software Engineering, Data Systems, or related discipline.Certifications in ERP platforms (e.g., Odoo, SAP, Microsoft Dynamics, Tally Prime) are a strong advantage.


    Experience:-

    Minimum of 5 years of experience in ERP system design and digital integration, preferably in agriculture, aquaculture, or rural development projects.Proven experience managing enterprise-level software development or deployment projects.Experience integrating mobile-based data collection, IoT sensors, and/or cloud-based platforms is preferred.


    Technical Skills:-

    Strong understanding of ERP architecture, system customization, API integration, and database management (e.g., MySQL, PostgreSQL).Familiarity with tools such as Power BI, Tableau, and mobile data platforms (e.g.,Kobo Toolbox, Comcare).Practical knowledge of data security, digital privacy standards, and compliance.Ability to translate complex technical concepts for non-technical stakeholders.


    Other Competencies:

    Excellent communication, coordination, and project management skills.Ability to work in a multidisciplinary, multilingual, and multi-stakeholder environment.Fluency in English is required; knowledge of Indian regional languages is highly desirable.Willingness to travel regularly to field locations
