    Location: Durgapur / Jamuria / Asansol Belt (West Bengal)

    Reporting To: Plant Head & HO Leadership

    Role Purpose

    To lead land acquisition activities for industrial and infrastructure projects in the Durgapur-Jamuria-Asansol belt by managing negotiations with local landowners, ensuring full compliance with West Bengal land laws, and executing end-to-end processes including transfer, mutation, and title regularization, while maintaining strong community relationships.

    Key Responsibilities

    Land Acquisition & Negotiation

    Lead acquisition of land parcels from local landowners for plant expansion, greenfield, and infrastructure projects.Conduct direct negotiations with landowners, understanding local socio-economic dynamics, sentiment, and expectations.Structure win-win settlements ensuring fair valuation, timely closure, and minimal resistance.

    Local Stakeholder & Community Management

    Build and maintain long-term relationships with landowners, community leaders, local influencers, and intermediaries.Handle objections, disputes, and resistance through structured dialogue and trust-building.Act as the company's local face for land-related matters.

    Legal, Regulatory & Government Liaison

    Ensure compliance with West Bengal land laws and regulations, including WBLR Act, LARR Act (where applicable), and local circulars.Liaise with BL&LRO, Sub-Registrar Offices, Land & Land Reforms Department, and district administration.Manage approvals, registrations, and statutory documentation.

    Transfer, Mutation & Title Management

    Execute end-to-end processes for sale deed execution, registration, mutation, conversion, and record updates.Verify land titles, encumbrances, ROW, access rights, and land-use classification.Ensure clean, litigation-free land records post-acquisition.

    Due Diligence & Documentation

    Oversee legal due diligence, survey, demarcation, and measurement activities.Maintain complete land bank MIS including deeds, RoR, mutation records, and compliance trackers.

    Risk & Dispute Resolution

    Identify land-related risks early and manage disputes, claims, and local objections proactively.Coordinate with legal teams for resolution of legacy land issues and court matters.

    Team & Vendor Management

    Lead local land acquisition teams, surveyors, legal consultants, and liaison agents.Set clear timelines, KPIs, and governance frameworks.


    Candidate Profile

    Experience

    15-20+ years of hands-on land acquisition experience in Durgapur-Jamuria-Asansol belt or similar industrial zones of West Bengal.Proven success in acquiring land directly from local landowners (private purchase model).

    Domain Knowledge

    Strong working knowledge of West Bengal land laws, land reforms regulations, mutation, transfer, and registration processes.Practical exposure to dealings with BL&LRO, land records offices, and local administration.

    Key Skills

    Exceptional negotiation and people-handling skills.Deep understanding of local landowner mindset and regional sensitivities.Ability to manage conflict, resistance, and long negotiations.

    Education

    Graduate in any discipline; Law / Civil / Real Estate background preferred.

    Role Purpose

    To lead and optimize iron ore procurement through a captive mining-linked sourcing model, supplemented by merchant miner sourcing, ensuring uninterrupted supply of 20,000 TPD for integrated steel plants while maximizing cost efficiency, grade optimization, and regulatory compliance.

    Key Responsibilities

    Captive Mining-Linked Procurement

    Drive iron ore sourcing strategy aligned with captive mine production planning and plant demand.Coordinate closely with mining operations, geology, and dispatch teams to align ROM availability, grade control, and evacuation plans.Optimize mine-to-plant integration, ensuring minimal dependency on spot purchases.

    Merchant Miner & Long-Term Tie-Ups

    Establish and manage long-term sourcing arrangements with merchant miners to bridge captive shortfalls.Negotiate supply contracts covering volume commitments, grade assurance, pricing mechanism, and dispatch schedules.Develop multi-source merchant portfolio to mitigate operational and regulatory risks.

    Volume & Grade Management

    Ensure daily procurement of 20,000 TPD iron ore with appropriate grade blending to meet BF/DRI/steel plant requirements.Oversee ore quality, sizing, and consistency in coordination with plant metallurgy and QA teams.

    Commercial & Cost Leadership

    Control landed cost through optimized pricing structures, royalty impact assessment, logistics planning, and contract discipline.Monitor mining cost economics, merchant pricing trends, and regulatory changes impacting ore availability.Drive cost reduction through captive yield improvement, dispatch efficiency, and blending optimization.

    Logistics & Evacuation Interface

    Plan evacuation from captive mines via rail, road, and slurry/alternative modes (where applicable).Coordinate with logistics teams to reduce demurrage, transit losses, and turnaround time.Ensure adequate inventory buffers at plants without blocking working capital.

    Compliance & Risk Governance

    Ensure full compliance with mining lease conditions, dispatch permits, environmental norms, and statutory requirements.Proactively manage risks related to mine disruptions, regulatory changes, and merchant supply volatility.

    Leadership & Stakeholder Management

    Lead a senior procurement team across mines, HO, and plant locations.Act as key interface with mining, operations, finance, logistics, and top management.Build governance frameworks, KRAs, and MIS for captive + merchant sourcing performance.


    Candidate Profile

    Education

    BE / B.Tech (Mining / Metallurgy preferred) or MBA with strong mining exposure.

    Experience

    20+ years in iron ore procurement and captive mine integration for large integrated steel plants.Hands-on experience in captive mine planning, merchant miner contracts, and large-volume evacuation.Proven capability in managing high daily volumes ( 20,000 TPD) with operational discipline.
